I have read the papers submitted to me by the Acting Captain Superintendent containing correspondence of Per Wagner the First Clerk and accountant in the Police Department and Acting Chief Inspector Brey arising out of a complaint made by Mr Grey of certain procedures and language of Mr Wagner which Mr. Grey considered to be insulting to him and subversive of the Discipline of the Police Force.
